In India, which
has a population of around 1000 million, the number of Income
Tax payers is only around 20 million, which is just 2% of
the population. Obviously, the percentage should be much higher.
The identification
of persons with taxable income who have not been paying their
taxes is an ongoing job for the Income Tax department. This
was being done mainly through surveys conducted by the department,
collection of data from various sources relating to the different
areas of economic activities etc. In order to give a big push
to the tax widening efforts, a new scheme popularly known
as the 'One-by-Six Scheme' was introduced from the financial
year 1998-99.
If the answer
to any of the six questions mentioned above is YES, then YOU
must file your Income returns (Form 2C) else YOU will be liable
for a penalty upto Rs. 5000/- as, the Income Tax Department
has started issuing notices to citizens coming under the One-By-Six
Scheme (as per the Provison to Section 139(1) in the Income
Tax Act 1961).
Citizens who
have income below the taxable limit OR citizens who have no
income at all, but come under the One-By-Six scheme must file
their Income Returns using the 'FORM 2C'.
Exemptions
The following persons are exempted from the One by Six Scheme.
- Persons who are already
assessed to tax and are filing regular returns of
income.
- Non residents

Individuals
who have attained 65 years of age and are not engaged
in any business or profession during the previous
year are exempt from filing the return even if they
are in occupation of immovable property and/or have
subscribed to a telephone or cellphone. However
if they fulfill any of the other conditions, they
will be covered by the Scheme and will be required
to file the return of income.

Persons
travelling to Saudi Arabia on Haj Pilgrimage organised
by the Central Haj Committee, Mumbai or travel to
China on pilgrimage to Kailash Mansarovar organised
by the Ministry of External Affairs, Govt. of India.
- Travel to the neighboring
countries of Bangladesh, Bhutan, Maldives, Nepal,
Pakistan and Sri Lanka.
